According to the announcement of the General Administration of customs, from November 3, Sino Thai imported and exported fruits meeting relevant requirements are allowed to transit through third countries. The announcement also regulates the approval of orchards, packaging plants and relevant marks, as well as packaging requirements, phytosanitary certificate requirements, transit third country transportation requirements, etc. during the transit third country transportation of fruits, containers shall not be opened or replaced. When the fruit arrives at the port of entry, China and Thailand shall implement inspection and Quarantine on the fruit in accordance with relevant laws, administrative regulations, rules and other provisions and the requirements of the Protocol signed by both parties. Those who pass the inspection and quarantine are allowed to enter the country.
At the same time, the biggest highlight of the announcement is that the number of fruit entry-exit ports between China and Thailand has increased to 16, including 10 Chinese ports and 6 Thai ports. China has added six new ports, including Longbang port, Mohan railway port, Shuikou port, Hekou port, Hekou railway port and Tianbao port. These newly opened ports will help reduce the time spent by Thai fruit exports to China. Thailand has added one import and export gateway, namely Nongkhai port, to undertake the cargo transportation of China Laos high-speed rail line.
In the past, Thailand and China signed two protocols on the land transit of fruit import and export through third countries, namely route R9 signed on June 24, 2009 and route R3a signed on April 21, 2011, covering 22 kinds of fruits. However, due to the rapid expansion of R9 and R3a routes, traffic congestion has occurred at China’s import ports, especially Youyi customs port. As a result, trucks have been stranded at the Chinese border for a long time, and fresh fruits exported from Thailand have been seriously damaged. Therefore, the Ministry of agriculture and cooperation of Thailand negotiated with China and finally completed the signing of the new version of the agreement.
In 2021, Thailand’s exports to China through land cross-border trade exceeded Malaysia for the first time, and fruit is still the largest part of land trade. The old fellow railway which will be opened in December 2nd this year strengthens the cross border trade network between China and Thailand, and achieves a large traffic corridor for waterways, land, railways and air routes. In the past, Thailand’s exports to southwest China market mainly passed through Guangxi land port, and the export value accounted for 82% of Thailand’s land cross-border trade exports to southwest China market. After China’s domestic railway and China old fellow railway have been opened, Thailand’s export to Thailand through Yunnan land port is expected to become an important driving force for Thailand to export to the southwest of China. According to the survey, if the goods pass through the old fellow China Railway from Thailand to Kunming, China, the average cargo per ton will save 30% to 50% of the economic cost than road transport, and will also greatly reduce the time cost of transportation. Thailand’s new NongKhai port is the main access for Thailand to enter Laos and enter the China market through the old fellow railways.
In recent years, Thailand’s land port trade has increased rapidly. According to the official data, the total value of Thailand’s border and land cross-border trade exports from January to August 2021 was 682.184 billion baht, a year-on-year increase of 38%. The three land cross-border trade export markets of Singapore, southern China and Vietnam increased by 61.1%, while Thailand, Malaysia, Myanmar The total export growth of border trade of neighboring countries such as Laos and Cambodia was 22.2%.
The opening of more land ports and the increase of transportation channels will undoubtedly further stimulate the export of Thai fruits to China by land. According to the data, in the first half of 2021, the export of Thai fruits to China was US $2.42 billion, a year-on-year increase of 71.11%. Zhou Weihong, consul of the Agriculture Department of the Consulate General of Thailand in Guangzhou, introduced that at present, several Thai fruit varieties are applying for access to the Chinese market, and there is still great room for growth in the consumption of Thai fruits in the Chinese market.
